The Merchandise Export from India Scheme (MEIS) is a new government opportunity as part of the new foreign trade policy that will apply from 2015 to 2020. The new scheme would replace the five identical incentive programs that were previously available under the 2014-19 foreign trade policy. The Government has allocated more than Rs. 22,000 crore per annum for exports.
The new foreign trade policy for 2015-20 has reconstructed incentives and rewards for exporters of goods. Previous schemes which have been replaced by the current MEIS system include:
- Focus Product Scheme (FPS)
- Focus Market Scheme (FMS)
- Market Linked Focus Product Scheme (MLFPS)
- Agri. Infrastructure Incentive Scheme
- Vishesh Krishi Gramin Upaj Yojna (VKGUY)
The goal of the implementation of this scheme is to make Indian goods more competitive on the global market by offering an opportunity, in the form of duty credit, to the exporter to compensate for his loss in the payment of duties during the trade. The incentive shall be paid as a percentage of the FOB value achieved (free foreign exchange) for notified goods moving to the notified markets. SEIS (Service Exports From India Scheme)
Schemes for the promotion of foreign business schemes under Service Export from India have been implemented. Service Export from India Scheme is a revision of the old Served from India Scheme declared in FTP 2009-14. Service exporters would benefit from the SEIS scheme, which would be measured as a percentage of the net foreign exchange earned by the service exporter. Exporter gain in duty credit script mode that can
be used or available for sale. The percentage of reward is up to 5% of the export turnover.
The Essence of Reward – Duty Credit Scripts shall be given as SEIS rewards. It will be freely transferable. Therefore if the exporter is not in a position to use the Duty Credit Scripts, the same can be sold on the market.
SEIS is a scheme developed to promote the export of services from India. The scheme was adopted in the context of the Foreign Trade Policy 2015-20. The purpose of this scheme is to promote the export of services. This reward scheme is available for a certain list of service exporters that have valid IEC and RCMC. Previous SEIS benefits did not apply to SEZ units. However, the new Act expanded its benefits to SEZ units. The benefit of SEIS is calculated based on Net Foreign Earnings.

Transport and Marketing Assistance (TMA)

Import Export Code (IEC)
Any type of business that carries out the import and export process will require a business transaction number. This number is known as the IEC (Import Export Code). The Import Export Code is a ten-digit identification number to be entered by the company during each import and export transaction. Any person or business must obtain an IEC Certification. The Agricultural & Processed Food Products Export Development Authority (APEDA)
APEDA is a government organization established in 1985 to develop and facilitate the export of scheduled products. It offers financial support, information, and advice on the production of scheduled goods. Products listed under the APEDA ACT are referred to as Schedule Products and exporters of such scheduled products are required to register under the APEDA.
Objective of APDEA
The purpose of APEDA is to accelerate the scheduled products export and the different functions of this body have been carried out in compliance with the regulations of the central government. The Central Government shall lay down and enact rules and regulations through this body for the efficient administration of the APEDA Act.
Functions of APDEA Authorities
- Promotion of export-oriented production and growth of Scheduled products
- Setting up requirements and specifications for scheduled products
- Registration of exporters of scheduled products on payment of the necessary fees
- Improved packaging and promotion of Scheduled products
- Inspection of products to ensure the quality of those products

APEDA is responsible for supporting exports and development of scheduled products such as fruit, vegetable, meat, and poultry products. Dairy Products, Confectionery, Biscuits, Bakery Products, Honey, Jaggery and Sugar Products, Cocoa Products, Chocolate Products, Floriculture Products. Pickles, Papads, Chutneys, etc.
Registration Process
In order to register under APEDA, the applicant should submit the application form within 1 month from the date of the undertaking. If due to a sufficient reason, the exporter of scheduled goods fails to file within the time, the date may only be extended by the Authority.
Once the application has been properly submitted and paid by the applicant, the authority will grant the Registration-Cum-Membership-Certificate (RCMC). This registration is a one-time registration and all registered members are regulated by the rules and regulations of the APEDA Act.

Marine Products Export Development Authority (MPEDA)
In 1972, the Government of India (GoI) established the Marine Products Export Development Authority (MPEDA) to diversify aquaculture, encourage the export of marine products, regulate the export of marine products and ensure the sustainability and quality of seafood production. MPEDA acts as a nodal agency in partnership with other governments to create, extend, and enhance the efficiency of the seafood industry, meeting the requirements of seafood across the globe.
Overview of MPEDA
India’s marine industry plays a major role in generating an immense market for foreign trade. Exports provide opportunities for jobs and important foreign exchange earnings.
MPEDA was created by the Government Of India under the Marine Products Export Development Authority Act 1972 (No. 13
of 1972). While slow growth was reported in the initial stages, it expanded dramatically in several phases.
Increased export of seafood through international trade has contributed to a significant shift in foreign trade policy (FTP) for regulation and implementation.
MPEDA also offers financial assistance to all stakeholders in the fisheries sector through the online portal. MPEDA has established new bilateral and regional negotiations that have shaped Economic Partnership Agreements (EPAs)

Registration Process
The registration system for exporters, producers, fishing boats, merchant explorers, ornamental fish explorers, and processors of MPEDA works under Section 9(2)(b) and (h) of the MPEDA Act 1972. All stakeholders involved in the export of seafood should register with the MPEDA.

Project Exports Promotion Council of India (PEPC)
In order to promote the export of projects from India, the Ministry of Commerce; the Government of India formed the Project Exports Promotion Council of India (PEPC).
